I have the honour to acknowledge the receipt of

your secret telegram No.246 of 7th October, 1939, regarding

a possible approach by the Japanese Consul-General at

Hong Kong.

On 15th September the Consul-General, Mr. Akiyoshi Tajiri called on the Acting Colonial Secretary. He began by referring to a previous discussion regarding the question of facilities for the repatriation of Chinese refugees in the Colony and stated that he had consulted the Japanese

authorities at Canton in the matter. These had replied that they were anxious to see the establishment of more friendly relations and that they were willing to discuss the repatriation of refugees and interned soldiers and certain measures for the reopening of communications between Hong Kong and the hinterland; in return they asked that measures should be taken to limit the activities of

Chungking agents operating in Hong Kong.

In reply to a question Mr. Tajiri indicated that he was less concerned with the operations of the various purchasing and currency control commissions

which have

been established here than with the propaganda agencies. He referred in particular to an organization established earlier in the year by General Wu Te-chen former Mayor of
